Merge independent C# kernel into the active development baseline

Keep the current desktop, browser and Markdown workflows on the project-owned kernel with the external Microsoft NativeAOT runtime. Connect real background workers, immutable native text coverage, actual presentation diagnostics and negotiated PS/2 wheel input. Make default build, test, open and package routes use this kernel while retaining explicit Cosmos legacy history. Validated 1,174 host checks, the runtime probe, and the same complete GUI image with 1 and 8 virtual CPUs including document edit/split/save/reopen/scroll and source fallback. Verify the complete ZIP, PowerShell 5.1 launch plan and the dedicated USB full image plus actual-tail GPT readback. Preserve the existing local EFI newline change and separately isolated Bing/TLS development.
