Remove superseded C++ drivers and complete software-cruise settlement

Delete the 20 migrated legacy driver files and freeze the original 27 exports in an independent ABI manifest. The NativeAOT build and checks no longer read legacy implementation sources; retain only the required platform boundary and hook library. Keep independent health monitoring alive when Windows temporarily denies witness replacement. Avoid forced production departure stops, wait for actual journal docking, and recover transient post-transition witnesses within existing bounds. Allow toolbox cruise with the original assist released, and validate software safe-drop evidence without parsing diagnostics as arrival reports. Validation: clean isolated C# native build without legacy sources; 656 native self-test invocations and original ABI checks; isolated CLI publish; actual reserved second batch delivered, services completed, CG increment and original wallet reconciled. Polyakov handoff, in-client relog, SCO and automatic interdiction escape remain under investigation.
