Merge dev into master

Reconcile duplicate branch history. The previous master tree matches dev commit 7305186 exactly, so preserve the latest dev snapshot including 3.1.2 changes and existing file cleanup. Validation: merged tree equals dev; accounting backend build passed; community C# compilation passed. Full community build requires the missing local NotoSansCJKsc font and license files.
